On August 6, 2017, the Government of Canada announced the Canada-Asian Scholarship and Development Exchange (SEED) program to provide ASEAN students with opportunities to gain short term scholarships at Canada Post Secondary Institutions. This program contributes to implementing the 2030 Agenda for Sustainable Development.

SEED (Scholarship and Educational Exchange for Development program) canada provide students from member countries of the Association of Southeast Asian Nations (ASEAN), a temporary exchange of study or research in post-college institutions in Canada at undergraduate/bachelors, masters and doctoral level.

SEED Scholarships are supported by the organization and student exchange agreements between Canada and ASEAN. These agreements are made between colleges, technical or vocational institutions and universities. Students, known here as "candidate", must enroll as full-time students at the Home Institute at the time of application and during their research or study in Canada.


Benefits of Canada Scholarships for ASEAN:

In order to load off the financial burden from student's shoulders, In order to enable students more focused on their studies, the Department of Foreign Affairs, Trade, and Development of Canada is giving Funding to the selected students through Canadian institutions. The funding would be received by the Canadian Institutes for all the selected students and are responsible to disburse the funding. 

Following is the detail of funding, funding is available according to the duration and level of study.

The scholarship value varies depending on the level of study and duration. The scholarship value for students is:

  1. For college, the amount of funding is 10,200 for graduate students (Master's and PhD) and undergraduate for at least 4 months or one academic term of study or research
  2. For graduate students (Master's and Ph.D.) it is CAD 12,700 for a period of 5 to 6 months of study or research
  3. For undergraduate and college students it is CAD 15,900 for a period of 8 months or 2 academic terms of study or research

Canadian institutions are responsible to distribute the scholarship funds to the scholarship recipient at the following cost:

  1. Visa and/or study/work permit fees
  2. Round-trip airfare for the scholarship recipient only
  3. Health insurance
  4. Living expenses, such as accommodation, utilities, and food
  5. Ground transportation expenses, which may also include a public transportation pass
  6. Supplies and books required for the recipient’s study or research

Eligibility Criteria:

Eligible Countries:

Candidates belonging to the following countries are eligible to apply

  1. Brunei Darussala
  2. Cambodia
  3. Indonesia
  4. Laos (Lao People’s Democratic Republic )
  5. Malaysia
  6. Myanmar
  7. Philippines
  8. Singapore
  9. Thailand
  10. Vietnam

Other Requirements:

  1. Applicants belonging to the countries whose list is given above are eligible to apply
  2. Those applicants are not eligible who have applied for permanent residency in Canada or who have obtained Canadian citizenship 
  3. Those applicants are not eligible who are already participating in an exchange scholarship program which is funded by the Government of Canada
  4. An applicant is not eligible who is already enrolled in a degree or diploma program at a Canadian university or college
  5. Applicants must be enrolled full-time at a post-secondary institution in an eligible country, Applicant should also be paying any tuition fees regulated by that institution
  6. Applicant should take responsibility to apply for study or work permit 
  7. Applicant should choose such and field of study for research which leads to implementing the 2030 Agenda for Sustainable Development
  8. Applicants should also submit a letter of intent mentioning how the chosen field of study or research will contribute to implementing the 2030 Agenda for Sustainable Development
  9. Applicants should have the spirit to study in Canada
  10. Applicants should also be able to travel to Canada

Important information:

  1. A written institutional collaboration and student exchange agreement between the candidate’s home institution and Canadian institution and is mandatory for college and undergraduate applications
  2. For graduate applications, an inter-institutional agreement is not mandatory but it is desirable
  3. Applications that are submitted directly by a candidate or their home institution would not be accepted
  4. Scholarships cannot be deferred and are not renewable
  5. Candidates who have previously received a scholarship under this same program will not be considered for another SEED scholarship.

Required Documents for Applying:

The following supporting documents must be uploaded and attached to the online application portal.

  1. Proof of citizenship
  2. Proof of full-time enrolment
  3. Letter of intent from the candidate
  4. Letter of support from the home institution
  5. Letter of invitation from the Canadian supervisor
  6. A signed copy of the Memorandum of Understanding or Agreement
  7. Privacy Notice Statement

Deadline for Canadian institutions:

The last date for Canadian institutions to submit online applications on the behalf of applicants is March 4, 2021

It is the responsibility of the Canadian administration to ensure that supporting documents are received on time. Authenticated documents will not be accepted except for those requested. To ensure timely receipt of supporting documents, Canadian institutions are instructed to make early appointments with candidates and their home institutions.

Deadline for candidates and Southeast Asian institutions:

Interested candidates are encouraged to apply for their procedures. Contact your home institute and Canadian institutions. Home institutions are instructed to send their candidates supporting documents to Canadian institutions by their due date

Arrival in Canada:

Scholarship recipients for the 2021-2022 academic year can begin their training or research by August 2021, but not later on February 1, 2022. International Affairs Canada expects redistribution of SEED stipends for two years at every year.

Notification:

By the end of April 2021, Canadian institutions will provide updates on the status of their applications. The Bureau of International Education (CBI) of Canada, the Scholarship Administrator will communicate all the latest information and results with Canadian institutions.

Following the approval of the Department of Foreign Affairs, Trade and Development (DFATD), the final selection and results would be announced by Canadian institutions in May 2021. International candidates are instructed to contact the Canadian Institution and their home institution regarding the status of their application.


How to apply for Canada Scholarships for ASEAN countries:

There are different responsibilities in applying procedures for candidates, Home institutions, and Canadian Institutions.

Candidates:

  1. Candidate should have to contact their home institution firstly
  2. They should submit a letter of intent that explains how their studies/research in Canada will help to implement the 2030 Agenda for Sustainable Development
  3. Candidates should not apply on their own behalf

Home institutions:

  1. The candidate's home institution is responsible for identifying candidates who have a strong academic performance and who meet the admission requirements for the Canadian partner institution
  2. Home institutions are also required to provide the candidates' documents to the Canadian partner institution

Canadian institutions:

  1. Canadian institutions should apply on behalf of the candidate(s)
  2. Canadian institutions are supposed to submit the online application form and upload all supporting documents of candidates before the deadline
  3. Based on their strategic priorities, the Canadian institutions may submit multiple applications and also they can ask to rank their applications
  4. Canadian institutions are required to identify a single person responsible for the administration of the program
